"There is a low level of trust between our two countries", Mr Tillerson told reporters in Moscow.

"We may be at an all-time low" in relations, Trump said at a news conference at the White House following a visit by the North Atlantic Treaty Organization's secretary-general.

It came days after Chinese leader Xi Jinping held his first meeting with President Donald Trump at a summit in Florida last week.

But RC Hammond, a senior Tillerson aide, said flatly: "No agreements were reached".

Russian Federation has criticized previous investigations carried out by the Organization for the Prohibition of Chemical Weapons and the United Nations which blamed the Syrian government for at least three chemical weapons attacks.

The US believes Syria's military dropped the toxic nerve agent Sarin on the town of Khan Sheikhoun in Idlib province on April 4, but Assad insists the whole thing was staged to prompt an American response.

"It's certainly possible. I think it's probably unlikely, and I know they are doing investigations into that right now", President Trump said during a news conference Wednesday.

Western powers blame the gas attack, which killed scores of civilians - many of them children - on Assad's forces.

The toxic gas attack on April 4 prompted the United States to launch missile strikes on a Syrian air base and widened a rift between the United States and Russian Federation.

Lavrov protested that Russian Federation is the victim of "very slanderous attacks", and added, "I have to say once again.no one has shown us a single fact".

He added he would only allow an investigation into the attack "when we make sure that unbiased countries will participate in this delegation in order to make sure that they won't use it for politicised purposes".

Secretary Tillerson comments on the importance of cyber security discussions with #Russia.

Other world powers have also condemned Assad for the April 4 attack - although Syrian ally Russian Federation continues to maintain there is insufficient evidence Assad carried out the attack.

Still, Tillerson sought to stress the positives from his meetings.

He said working groups would be established to improve US-Russian ties and identify problems. Washington in retaliation launched missile strikes on a Syrian airbase they say was the starting point for the chemical weapons attack, a move that ratcheted up tensions between the United States and Syria's ally Russian Federation.

But such hopes appeared optimistic as the diplomats outlined their sharply diverging views on Syria.

Hundreds also suffered symptoms consistent with a chemical attack.

Haley's statement was the first clear indication that the new USA administration was taking diplomatic efforts seriously to end the war after repeatedly stating that fighting the Islamic State was its priority in Syria.
