"We will ferret out and mercilessly destroy to the last one the terrorists of the US CIA and South Korea's National Intelligence Service", the North Korean Ministry of State Security said in an English-language statement on Friday.
The North Korean statement comes during a period of tension on the Korean Peninsula over concerns that the North is preparing another nuclear test or missile launch, including a possible test of an intercontinental ballistic missile.
"A$3 Korean-style anti-terrorist attack will be commenced from this moment to sweep away the intelligence and plot-breeding organizations of the USA imperialists and the puppet clique, the most mean and brutal ugly terrorist group in the world", the Ministry of State Security statement said, according to the BBC.
Kim "acquainted and examined the plan for fire strike of the newly organized forces at the objects of the enemy", according to the North Korean report.
The ministry said a plot had been hatched to use "bomb terrorism" to target the supreme leadership at a military parade or at an event at the Kumsusan Palace of the Sun, the mausoleum of Kim Il-sung, the country's founding leader.
It said "Kim" had been told that the best method was the use of "biochemical substances including radioactive substance and nano poisonous substance" whose results would "appear after six or 12 months".
Allegedly, the Central Intelligence Agency gave Kim the lumberjack "over $20,000 on two occasions and a satellite transmitter-receiver" for the job.
North Korea is accusing the USA and South Korea of plotting to assassinate leader Kim Jong-un.
The North Korean statement said the plan had "been put into the extremely serious phase of implementation".
The CIA declined to comment on the allegations.
The US has sent a warship to the region and installed a controversial anti-missile defence system in South Korea. In North Korea's version of the story, the treasonous suspect was given at least $20,000 and had two points of contact with foreign spies.
Kim's visit to the military units reported on Friday demonstrated a similar motive: signaling a readiness to fight, while steering clear of weapons tests condemned as "very bad" by US President Donald Trump, Yonhap reported.
The ministry said after a series of contacts and payments, the agents told the North Korean last month that the type of biochemical substance had been decided and would be supplied by the Central Intelligence Agency.
One of the countries doing business with North Korea is China, as it supplies almost all of the regime's crude oil, diesel, and jet fuel.
Trump has said he'd "be honored" to talk to Kim, "under the right circumstances".
North Korea is known to deploy multiple rocket launchers and artillery pieces on the two islets.
It has said its preferred route is to pressure North Korea to given up its nuclear and missile programs through sanctions.
Now, US Secretary of State Rex Tillerson has urged ASEAN foreign ministers to "minimise" diplomatic and other ties with North Korea to ensure "leak-proof" enforcement of global sanctions against the country.
