North Korean propaganda must be considered with wariness — Pyongyang has threatened for decades to reduce Seoul to a "sea of fire", for instance — but Monday's claim, if confirmed, would mark another big advance toward the North's goal of fielding a nuclear-tipped missile capable of reaching the US mainland.

US Ambassador Nikki Haley accused North Korea of intimidating the entire global community with its nuclear programme, military ability and cyberattacks. Jang Wook, a spokesman for the South Korean Navy, told reporters, adding the end date has not yet been set.

"As South Korea's diplomatic situation matures, North Korea should also show a more mature attitude, not a childish one, and contribute to (establishing a better) diplomatic relationship", said Jin Hyo-seon, 33, a painter. In August 2016, Pyongyang conducted a successful test launch of a submarine-launched ballistic missile. North Korea then sees its future dependent on being able to continue to strengthen its retaliatory capabilities, but carefully avoiding anything so grand it provokes a USA strike.

Trump has called for an immediate halt to North Korea's missile and nuclear tests and US Disarmament Ambassador Robert Wood said on Tuesday that China's leverage was key and Beijing could do more.

On Sunday, North Korea launched what appeared to be the longest-range missile it has ever successfully tested, sparking global alarm. Haley acknowledged the efforts of North Korea's traditional ally China to strengthen sanctions against the regime, but noted that other countries are trying to fill the void left by China's pullback of support for the North.

But China has repeatedly assured successive US presidents of its resolve in pressuring North Korea, only to under deliver every time.

Moon won an election last week campaigning on a more moderate approach towards the North and said after taking office that he wants to pursue dialogue as well as pressure. "There is no reason for North Korea to be having these actions outside of the fact they just choose to do so".

Haley noted that this weekend's missile came within 60 miles of Russia's border and said Russian Federation is "all wrong".

Earlier this week the tyrannical despot tested an intermediate-range ballistic missile, which is believed to be capable of reaching USA territory. Experts assess that, had the missile been flown at a normal trajectory, it could have reached 2,800 miles.

The White House, in a statement, said that North Korea has been "a flagrant menace for far too long". This is the tenth North Korean missile launch this year.

The launch came as troops from the U.S., Japan and two European nations gather near Guam for drills that are partly a message to North Korea. The USS Carl Vinson, an aircraft carrier, is also engaging with South Korean navy ships in waters off the Korean Peninsula, according to Seoul's Defense Ministry.
