Chelsea Manning appears to be running for US Senate

Manning declared her intentions Jan. 5 with the Federal Election Commission, which posted the document on its website Thursday. "She might as well be running for president".

Manning was arrested in 2010 after an internal US Army investigation found she had leaked more than 700,000 sensitive documents and videos to news outlets across the world, including WikiLeaks. Last year, then-President Barack Obama commuted Manning's sentence to time served, and she was released from a military prison in Kansas. The freed leaker subsequently moved to Maryland. The Washington Post pointed out that Cardin, who is up for re-election in June, is a favourite in the blue state and is already in the lead for the position.

The Oklahoma native had planned to move to Maryland, where she has an aunt. "And that's not possible".

The race would pit her against two-term Sen. Barbara Mikulski in 2016.

Cardin spokeswoman Sue Walitsky did not directly address Manning's candidacy or anyone else's.

The election document lists Manning's address as that of a luxury apartment tower in North Bethesda.

During her incarceration, Ms Manning battled for, and won, the right to start hormone treatment.

Since her release Manning has remained active on social media, and has continued to discuss issues such as government transparency, free speech and transgender rights.

However, public opinion may play a bigger part in her political success.

When U.S. Immigration and Customs Enforcement agents raided 7-Eleven stores around the country on Wednesday, she tweeted, "so @icegov is literally the new gestapo". Last year, she wrote a column for the Guardian opposing compromise in politics. "We need to save lives by making change at every level".

Manning refused to make any comment regarding her filing but said she would release a statement in the coming days. The general election is Nov. 6.
