National Weather Service forecasters say Old Man Winter is going to make up for lost time Monday with the possibility of three to five inches of snow.

UPDATE, MONDAY A.M.: Amherst County is under a winter storm warning effective Monday evening through Tuesday afternoon, according to the National Weather Service. There will be considerable blowing and drifting snow with visibility dropping below a quarter mile.

"It's not exactly good news", Melissa Di Stigna, a meteorologist for the NWS in Upton, said of the change from blizzard watch to winter storm warning.

Nassau County Executive Ed Mangano said the Office of Emergency Management will be staffed around the clock starting on Monday, and will finalize a plan based evolving snow conditions.

A coastal flood advisory is also in effect from 11 a.m.to 4 p.m. Tuesday.

The heavy snow will make many roads impassable and may produce widespread power outages due to the weight of the snow on tree limbs and power lines.

Chicago has received its first inch of snow since the middle of December and wind up with its biggest snowfall of the winter, where snowstorms have been nearly non-existent.

Timing.snow will overspread the area Monday evening and persist into Tuesday.

"This is a major storm, this is a potentially unsafe storm", Bellone said.

Two weather systems - one to the north over Minnesota Sunday night and the other to the south over Texas - are forecast to converge over the Atlantic Ocean, dumping heavy snow on the mid-Atlantic north to New England.

Conditions will gradually improve Tuesday night into Wednesday, though winds gusts of up to 30 miles per hour are still expected.

The National Weather Service issued a winter storm warning for Cuyahoga, Ashtabula, Geauga, Lake and Lorain counties late Sunday night.

A Blizzard Watch serves as a "heads up" that blizzard conditions are expected during the peak of the storm.
